إن هذه الدراسة - التي أسهم فيها فريق من الباحثين العرب تسانده لجنة استشارية من خيرة المفكرين والباحثين والنشطاء العرب - قد صاغت ثلاث مجموعات من المؤشرات التي تكشف عن فاعلية المنظمة، أولها مؤشرات القدرات البشرية والمادية والفنية وقدرات الحكم الرشيد، ثانيها مؤشرات تتعلق بالبيئة الوسطية، ثالثها مؤشرات تختبر المخرجات أو النتائج، منها ما هو كمي ومنها ما هو كيفي، يمس نوعية الخدمات ذاتها.
إن هذه الدراسة التي تهدف إلى قياس فاعلية منظمات المجتمع المدني، تكشف عن نتائج مهمة للغاية، خاصة حين تتوصل إلى أن القدرات البشرية هي العامل الحاسم، في صياغة الفوارق والتباينات من منظمة إلى أخرى، وأن توافر الموارد المالية وحدها - في غياب قدرات بشرية تمتلك الرؤية الواضحة، والابتكار والإبداع، وإمكانات التخطيط الاستراتيجي - لا يحقق النجاح لمنظمة، اعتمدت على عينة من منظمات المجتمع المدني، في خمس دول عربية هي: (لبنان، مصر، الإمارات العربية المتحدة، المملكة المغربية، اليمن)، ونأمل أن يسهم هذا العمل في النهوض بنوعية أداء منظمات المجتمع المدني العربي، وتفعيل دوره في مواجهة تحديات التنمية البشرية.
