في ضوء الفهم الإشكالي، المزدوج للعلاقات الإيرانية - السوفيتية في النصف الأول من القرن العشرين، يسلط هذا الكتاب الضوء على الظروف الجديدة التي حكمت العلاقة بين الدولتين للفترة (1917- 1941م)، فمن المعروف تاريخياً أن العلاقات الإيرانية - السوفيتية مرت بمرحلتين رئيسيتين الأولى هي فترة عدم إستقرار السلطة في الإتحاد السوفيتي ومرحلة الصراع عليها، وهي الفترة الممتدة من قيام ثورة أكتوبر 1917 حتى نهاية العشرينات وكان أبرز سمات هذه الفترة هو البحث عن علاقات مستقرة مع الجارة إيران.
ويذكر هذا الكتاب أن حكومة موسكو قدمت الكثير من التنازلات بعضها بسبب موافقة مبدأية، وبخاصة في السنوات الأولى بعد إنشاء السلطة البلشفية، وبعضها الآخر بسبب الرغبة في أن لا تكون إيران قاعدة للتآمر على الإتحاد السوفيتي من قبل الدول الإستعمارية وعملائها المحليين وبخاصة (الحرس الأبيض الروسي) الذي يشكل خطورة حقيقية على النظام البلشفي الذي لم يستطع القضاء عليهم إلا عام 1920، وكانت المواقف السوفيتية تواجه من قبل إيران بالخشية والحذر وبخاصة بعدما أصبحت فارس تحت الهيمنة البريطانية الكاملة أثر تخلي السوفيت عن معاهدة 1907 مع بريطانيا والتي قسمت النفوذ في فارس بينهما.
