أمام الجوانب المتعددة التى يمكن من خلالها دراسة مشكلة المخدرات, إسهاماً فى جهود مكافحتها ودرء خطورتها عن البشرية, فقد كان موضوع مكافحة الإنجاز غير المشروع بالمخدرات والمؤثرات العقلية عبر البحار, فى القانون الدولى العام, وفقا للإتفاقيات الدولية المعاصرة للرقابة على المخدرات, وإتفاقية الأمم المتحدة لقانون البحار, من الموضوعات ذات الأهمية الخاصة, نظراً لإمتداد السواحل المصرية على البحرين الأحمر والأبيض المتوسط. فقد تطلب إحدى الدول وفقا للإتفاقيات الدولية من مصر التدخل بشأن إحدى السفن المصرية فى أعلى البحار لعملية إقتحام أو تفتيش من قبل سلطات دولة أجنبية.
كل هذا يجعل من الأهمية ضرورة تناول هذه المسائل القانونية, تناولاً إلى سير أغوارها وإيضاح مختلف جوانبها وأبعادها. تقسيم: ولقد قسمت هذه الدراسة إلى بابين:- خصص أولهما للقانون الدولى للبحار بإعتباره الإطار القانونى للتصدى للإتجار غير المشروع بالمخدرات والمؤثرات العقلية عبر البحار. كما خصص الباب الثانى للأحكام القانونية الدولية لعمليات المكافحة البحرية الجانبين الموضوعى والإجرائى وكذلك المبادىء العامة للتعاون الدولى البحرى.
