عندما درسنا الأرقام القياسية طلابا كانت الطريقة التي يعالج بها هذا الموضوع قد استقرت على منهج معين، لا يكاد يحيد عنه احد، من تدريسيين ودارسين إلا في القليل النادر. فالموضوع يجري الدخول إليه بالبحث في متطلبات حساب الرقم القياسي، ثم صيغه المتعددة، التجميعية والنسبية، البسيطة منها والمرجحة، لتنتهي الدراسة بالتشكيك في كافة صيغ الأرقام القياسية لأنها لا تخضع لاختبارين مهمين، هما: اختبار الانعكاس في الزمن والانعكاس في المعامل، باستثناء صيغة واحدة، ارتفعت عن موطن الشك، لأنها تفي بمتطلبات الاختبارين المذكورين، وهي الصيغة التي عرفت بغير وجه حق، بصيغة الرقم القياسي الأمثل، التي وضعها ايرفنك فيشر في العشرينات.
ولكن الطلاب الذين تعلموا ذلك وسجلوه في دفاترهم، وأدوا امتحاناتهم فيه بنجاح لأنهم حفظوه واستوعبوه يجدون ذلك مختلفا تماما عندما ينتقلون من الدراسة النظرية إلى التطبيق العملي.
فاغلب الأرقام القياسية المحسوبة للأسعار وغير الأسعار يجري تكوينها حسب صيغة الرقم القياسي التجميعي المرجح بأوزان السنة الأساس (صيغة لاسبير)، وهي الصيغة التي فشلت في الاختبارين المذكورين- بغير وجه حق أيضا، ليس بسبب عيوب الصيغة، وإنما بسبب عيوب الاختبارين نفسيهما.
ويندر أن تحسب أرقام قياسية بغير هذه الصيغة، وحتى صيغة فيشر المتميزة بسموها على الصيغ الأخرى- كما زعموا. وإذا ما جرى تجريب صيغة فيشر أو بعض الصيغ الأخرى المعقدة، فسرعان ما ترهقهم العمليات الحسابية ويعودون إلى صيغة لاسبير البسيطة، وأحيانا إلى صيغة باش رغم عدم دقة نتائجهما- في نظرهم.
ولكن أين هي الحقيقة بين هذا أو ذاك؟ بين سلامة النظرية ودقة التطبيق العملي؟ وهذا ما حاول الكتاب، في طبعته الجديدة، الإجابة عنه.
