يبدو أنني كنت متفائلاً جداً عندما أعدت النظر في الكتاب ونقحته للطبعة الثالثة، وعند تدريسه للطلبة في العقدين السابقين وجدت أن تفاؤلي لم يكن في محله، كان علي أن انتخب موضوعاته المهمة لتغطيتها في السنة الدراسية وأترك موضوعاته الأخرى ليعود الطالب في دراساته اللاحقة، أو عندما يحتاج لها عند كتابة تقاريره وبحوثه الجامعية. ولذلك فعندما أعدت النظر في الكتاب هذه المرة بعد تدريسه لأكثر من 20 عاماً راعيت ما استجد في هذا الحقل، وجعلته يقتصر على الموضوعات الرئيسة الخاصة بتطوراته على المستوى الدولي بالإضافة إلى دراسة مقتضبة لتطبيقات الإحصاء في بعض القطاعات الاقتصادية المهمة لا كلها وهي: السكان والصناعة والزراعة والتجارة والدخل القومي والحسابات القومية، وأعتقد أن ذلك سيكون أفضل استيعاباً للطلبة وأيسر تدريساً لمن يقوم بالاستعانة بالكتاب من زملائي التدريسيين، وأرجو أن لا يبخلوا عليّ بملاحظاتهم وأن خبرتي الطويلة في التأليف والتدريس لا تغنيني عن خبراتهم وملاحظاتهم، ولهم شكري سلفاً إذا ما أمدوني بها. إن الكتاب قد وضع لطلبة الأقسام الإحصائية والاقتصادية والإدارية في المرحلة الثالثة أو الرابعة من الدراسة الجامعية الأولية بعد دراسة المبادئ العامة في الإحصاء. ومن كان بحاجة إلى مستوى أكثر تقدماً فيمكنه الرجوع إلى الكتاب الآخر (الإحصاء الاقتصادي) وإلى المؤلفات الأخرى الخاصة بكل قطاع، المخطوطة منها والمنشورة. وعليه، جاء الكتاب في ستة فصول توزعت وفق ما يلي: الفصل الأول: "الإحصاء الإقتصادي وتطوره على المستوى الدولي"، الفصل الثاني: "الإحصاء السكاني"، الفصل الثالث: "الإحصاء الصناعي"، الفصل الرابع: "الإحصاء الزراعي"، الفصل الخامس: "الإحصاء التجاري"، الفصل السادس: "الدخل القومي والحسابات القومية".
