يتناول هذا الكتاب دراسة القانون الدولي الخاص في العراق، وقد خصصناه لدراسة موضوعات تنازع القوانين وتنازع الإختصاص القضائي الدولي وتنفيذ الأحكام العربية والأجنبية في العراق.
وقد حاولنا أن نعطي صورة واضحة عن كيفية حل تنازع القوانين بمقتضى قواعد الإسناد في القانون المدني العراقي رقم 40 لسنة 1951، فضلاً عن تنازع الإختصاص القضائي الدولي وتحديد الحالات التي ينعقد فيها الإختصاص للمحاكم العراقية، بمقتضى ضوابط الإختصاص القضائي الدولي للمحاكم العراقية.
وتنفيذ الأحكام القضائية العربية بموجب إتفاقية الرياض العربية للتعاون القضائي لسنة 1983، وكذلك تنفيذ الأحكام القضائية الأجنبية بمقتضى قانون تنفيذ الأحكام الأجنبية في العراق رقم 30 لسنة 1928، وقد حاولنا عن طريق هذه الدراسة مقارنة موقف القانون الدولي الخاص في العراق مع موقف أبرز القوانين المقارنة.
