تأتي أهمية هذا الكتاب لغياب مؤلفات أردنية في موضوعات القانون الدولي الخاص والإعتماد على مؤلفات عربية غير أردنية في كليات الحقوق، وكان الطالب والأستاذ في موقف صعب ومعاناة حقيقية، ولذلك وضع المؤلف مؤلفات أردنية في موضوعات هذا الفرع الحساس من فروع القانون الخاص الذي تتنامى وتزداد أهميته يوماً بعد يوم في العصر الحديث، كلما إزدادات العلاقات الإجتماعية والثقافية والإقتصادية والسياحية وحركة التنقل والتجارة بين شعوب العالم، خاصة التجارة الإلكترونية وإبرام العقود عن طريق الإنترنت.
وقد صدر مؤلفه الموسوم بــ(القانون الدولي الخاص الأردني - الكتاب الثاني في الجنسية - دراسة مقارنة) في بداية عام 1994 ودرس في بعض الجامعات الأردنية ثم واصل العزم وبإصرار وإرادة رغم الصعوبات المادية والمعنوية التي واجهته في التأليف، فوضع هذا الكتاب في موضوعات (تنازع الإختصاص التشريعي الدولي) و(تنازع الإختصاص القضائي الدولي) و(تنفيذ الأحكام الأجنبية) ليأخذ طريقه إلى أيدي الطلبة في الجامعات الأردنية، وقد درس في كليات الحقوق بجامعات اليرموك والإسراء الأهلية وجرش الأهلية وجامعة إربد الأهلية وفيلادلفيا الأهلية والزيتونة الأهلية والجامعة الأردنية.
وقد قسمت أبواب هذا الكتاب وفق ما يلي: الباب التمهيدي: "تعريف القانون الدولي الخاص وتطوره وخصائصه ومصادره وموضوعاته"، الباب الأول: "تنازع القوانين"، الباب الثاني: "تنازع الإختصاص القضائي الدولي"، الباب الثالث: "تنفيذ الأحكام القضائية الأجنبية وقرارات التحكيم".
عندما باشرت بالتدريس في الجامعات الأردنية عام 1991 لاحظت غياب مؤلفات أردنية في موضوعات القانون الدولي الخاص والاعتماد على مؤلفات عربية غير أردنية في كليات الحقوق، وكان الطالب والأستاذ في موقف صعب ومعاناة حقيقية، ولذلك عقدت العزم على وضع مؤلفات أردنية في موضوعات هذا الفرع الحساس من فروع القانون الخاص الذي تتنامى وتزداد أهميته يوماً بعد يوم في العصر الحديث كلما ازدادت العلاقات الاجتماعية والثقافية والاقتصادية والسياحية وحركة التنقل والتجارة بين شعوب العالم، خاصة التجارة الإلكترونية وإبرام العقود عن طريق الإنترنت.
