تعبير غسيل الأموال أو الجريمة البيضاء يعتبر من التعبيرات التي تداولت مؤخرًا في جميع المحافل المحلية والإقليمية والدولية المهتمة بالجرائم الاقتصادية والأمن الاجتماعي والأمن الاقتصادي باعتبار أن عمليات غسيل الأموال ترتبط إلى حد كبير بأنشطة غير مشروعة عادة ما تكون هاربة خارج حدود سريان القوانين المناهضة للفساد المالي ثم تحاول العودة مرة أخرى بصفة شرعية معترف بها من قبل نفس القوانين التي كانت تجرمها وداخل الحدود الاقليمية التي تسري عليها هذه القوانين ولم يكن من المستطاع على أصحاب الأموال غير المشروعة أو الناتجة عن معاملات قذرة أن يعودوا بأموالهم إلى داخل البلاد إلا بعد الاطمئنان إلى عدم وجود مخالفات قانونية وإلى عدم وجود مخالفات قانونية وإلى عدم وجود مخاطر مرتبطة بأجهزة الأمن أو السيادة تتمثل في المصادرة أو توقيع العقوبات المالية والبدنية أو كليهما معًا.
ونظرًا لأن هذه الأموال التي يتم غسلها تترتب عليها آثار اقتصادية متعددة ذات طابع سلبي عادة بالنسبة للدولة التي تم هروب الأموال القذرة منها ولكنها ذات طابع اإجابي للدولة المتلقية للأموال خلال فترة الغسيل وقبل عودة هذه الأموال إلى الدولة إلى سبق أن نزحت منها، فإننا سوف نقوم بدراسة أهم هذه الآثار الجانبية والسلبية مع عرض نماذج لحالات غسيل الأموال التي حدثت في مصر، وفي بعض الدول الأجنبية، وذلك مع الإشارة إلى أهم الجهود الدولية التي بذلت لمواجهة ظاهرة غسيل الأموال خلال السنوات القليلة الماضية. وفي نهاية الدراسة سوف نقدم بعض التوصيات التي يمكن أن تساهم في الحد من عمليات غسيل الأموال في مصر وفي العالم بصفة عامة.
وفي إطار ما سبق نجد أن معالجة هذا الموضوع سوف تتركز فى ستة فصول كما يلي: الفصل الأول: العلاقة بين غسيل الأموال والاقتصاد الخفى أو السرى، الفصل الثاني: غسيل الأموال على مستوى العالمن الفصل الثالث: غسيل الأموال في مصر، الفصل الرابع: الآثار الاقتصادية لعمليات غسيل الأموال، الفصل الخامس: مبادئ الحيطة والحذر من غسيل الأموال، الفصل السادس: كيفية الحد من عمليات غسيل الأموال القذرة محليًا وعالميًا.
