مرت 17 سنة على صدور مقالة "نواقص الماركسية المعاصرة وأسباب عدم تطورها" وذلك في مجلة "الغد" اللندنية، العدد 15-17 تموز، كانون الأول 1983. والكتب يقصد بكلمة "المعاصرة" في حين كتابة المقالة، تلك الفترة التي تلت المؤتمر العشرين للحزب السوفياتي سنة 1956، وذلك المؤتمر الذي أنتج انشقاق الحركة الشيوعية العالمية القائمة حينذاك ثم ركودها وتقهقرها، أيام برجينيف، ومن ثم إنهيارها على يد غورباجيف وشفردنازة مع المساندة الكلية للأحزاب الشيوعية، بما في ذلك، بل بصورة خاصة، الحزب الشيوعي العراقي.
وقد إرتأى المؤلف أوكاتب المقالة ومن حوله بأن تلك المقالة في حاقة إلى تقارير لتشمل فترة إنهيار الإتحاد السوفياتي وطغيان المستعمرين على العالم. وقد قام الكاتب فعلاً بذلك عن طريق إضافة قسم جديد حول النتائج التي تلت عدم تطور الماركسية في عهد خوربتشوف وبرجينيف والتي انتهت بسقوط المعسكر الإشتراكي وزوال الإتحاد السوفياتي. كما قام بشرح بعض النتائج التي أثرت بصورة سلبية ومؤذية على البلدان المقهورة من قبل المستعمرين بصورة عامة والعراق خصيصاً.
