عالج المشرع في قانون العقوبات بالكتاب الثاني، الجنايات والجنح المضرة بالمصلحة العمومية وحدد عقوبات لها؛ ومن بين هذه الجرائم: المسكوكات الزيوف والمزورة؛ فأفرد لها الباب الخامس عشر من الكتاب الثاني؛ المواد من (202- 205 ع) وأفرد الباب السادس عشر من الكتاب الثاني لجرائم تزوير الأختام والدمغات والعلامات وتزوير المحررات في المواد من (206- 277 ع).
وموضوع هذا المؤلف التعليق على جرائم التزييف والتزوير في قانون العقوبات. وقد آثرت التصدى لهذا الصنف من الجرائم؛ موضوعا لهذا المصنف؛ لخطورتها وتشعبها؛ بل وصعوبتها.
وقد نهجت في هذا المؤلف إلى تقسيمه لثلاثة أبواب رئيسية: الباب الأول موضوعه التعليق على جرائم تزييف العملة والجرائم الملحقة بها (المواد من 202- 205 ع)، الباب الثاني موضوعه التعليق على جرائم تزوير الأختام والدمغات والعلامات (المواد من 206- 210 ع)، الباب الثالث موضوعه التعليق على جرائم تزوير المحررات (المواد من 211- 227 ع).
