العشيرة إحدى أهم وحدات المجتمع في الزمن العراقي الجديد فقد برزت هذه الوحدة الإجتماعية المركبة المتشعبة بشكل طاغ ومؤثر بعد سقوط نظام صدام حسين، وسواء كان هذا البروز له ما يبرره في تضاعيف الماضي القريب والبعيد، أو هو نتيجة طبيعية لسياسة متخلفة انتهجتها القوى السياسية العراقية، أو لأي سبب آخر، فإن الذي لا شك فيه إن العشيرة في عراق اليوم تتحكم بنسبة متقدمة من مصائره ومآلاته السياسية والأمنية والإجتماعية والثقافية، ويكفي أن الفرقاء السياسيين في العراق يتوسلونها ويتقربون إليها بمغريات مثيرة لكسب تأييدها ودعمها، مما شجع العشيرة أن تكون أكثر شراسة وعتواً، حتى إنها طرحت النظام العشائري منهجاً للحكم في العراق بصورة وأخرى!
إن الوقوف بوجه العشيرة بشكل قاطع وحاسم نتيجته الفشل الذريع، لأنها تحولت إلى قوة مركزة، وربما مدعومة من السلطة وطلابها بشكل يثير الشك والريب، ولكن هل يعني هذا أن نترك المجال للعشيرة بأن تبتلع المدينة، وأن تنحرف بالمسار الديمقراطي الوليد وهو الأمل الذي كنا نصبو إليه نحن دعاة التمدن وحاملي مفهوم المواطنة والحرية والديمقراطية الحقيقية؟
الجواب في هذا الكتاب، وهو حلقة ضمن سلسلة متتالية تعمل على طرح مشروع بعنوان (إعادة إنتاج المجتمع العراقي) وسوف يلتقي القارىء ببعض فصول هذا المشروع ومحطات مسيرته في المقدمة، والضمير من وراء القصد.
