هذا هو الكتاب الثاني في الأمثال للمؤلف الدكتور تركي علي العزاوي الذي نشر كتابه الأول بعنوان "ألف مثال ومثال مما قيل وقال"، وقد عزا المؤلف تأليفه لهذا الكتاب الذي بين يدينا أن الأمثال الواردة في الكتاب الأول كانت بحاجة إلى ذكر قصة كل منها.
لذلك، شرع بجمع وإعداد مادة هذا الكتاب الذي أطلق عليه اسم (المستطرف من الأمثال العراقية الشعبية والمستظرف من قصصها المحكية)، حيث اقتبس الأمثال الطريفة والمروية بقصص ظريفة قاصداً تقديم مادة تراثية قيمة من شأنها شد القراء إلى الإطلاع على أحداثها والإستمتاع بمطالعتها، وللوقوف على الكثير من طبائع الناس في الدهور السالفة، فالأمثال مأخوذة من واقع حال المجتمع في كل زمان ومكان، لأنها تعبّر عن الصورة الحقيقية لحياة المجتمع سلباً وإيجاباً بلغة مختصرة ورشيقة، سهلة الألفاظ وذات دلالات لطيفة رغم أن بعض ألفاظها قيلت بجمل غير متينة وغير مهذبة وساخرة ومستهزئة بالمجتمع، ذكرها المؤلف للأمامة التاريخية.
