تواجه الدول العربية مع قدوم الألفية الثالثة مشكلات اقتصادية واجتماعية صعبة ومعقدة تمس حاضرها ومستقبلها وتتمثل هذه المشكلات في ارتفاع معدلات الأمية وتدهور القاعدة الإنتاجية وانخفاض مستوى التعليم والبحث العلمي وبطء التطور التقني وزيادة معدلات البطالة وتوسع رقعة الفقر.... إلخ مما يستلزم منها بذل جهود مضنية والبحث عن حلول إبداعية لمواجهة هذه التحديات وأن تجرب طرقاً وحلولاً تنموية غير تلك التي جربتها منذ حصولها على الإستقلال وحتى اليوم، إن الثورة المعرفية التي تجتاح العالم حالياً إنما تفرض على البلاد العربية إعادة النظر في مضمون التعليم وغاياته، وكذلك قضية البحث العلمي وتطوير هياكل وكوادر المؤسسات التربوية وتحقيق التحسين الكمي والنوعي في الإنتاج والخدمات، وتعميق مستويات العمل العربي المشترك والتكامل فيما بين البلاد العربية. والتنمية البشرية العربية ما زال ينقصها الكثير حتى يمكن لها إيجاد هذا الإنسان العربي القادر على صنع المستقبل، وهذا الكتاب الذي بين أيدينا إنما يستهدف في المقام التعرض لتلك القضايا.
