تجمع المنظمات العالمية، وفي مقدمتها اليونسكو، والمنظمة العربية للتربية والثقافة والعلوم، والمنظمة الإسلامية للتربية والعلوم والثقافة على ضرورة اعتبار "الإعداد الجيد للمعلم" هو "الإستراتيجية" أو "المدخل" الأساسي لمواجهة أزمة التعليم في عالمنا المعاصر، ورغم هذا الوضوح في طروحات المنظمات العالمية والعربية والإسلامية إلا أن عملية إعداد المعلم العربي وتدريبية، وعملية تنمية قدرات أعضاء هيئة التدريس بالتعليم العالي والجامعات تعاني من الضبابية، وعدم الوضوح، والتناقض، وغياب المنطق العلمي في كثير من مكوناتها.
فرأس المشكلة هو اضطراب الدماغ المغذي للعملية بكاملها، ونعني بذلك اضطراب الفلسفة التربوية، وذلك أن الإسترتيجية التربوية السلمية لأي مجتمع، لابد أن تعتمد على فلسفة تربوية واضحة، والفلسفة التربوية الواضحة لابد أن تستند إلى فلسفة وطننا العربي الكبير، إننا حقاً وصدقاً بحاجة إلى المعلم الرشيد، المعلم القادر على الانتقال بالأجيال من مرحلة طوفان المعلومات، إلى مرحلة ثقافة المعرفة، ثم إلى مرحلة ثقافة الحكمة.

"تقويم الأداء التدريسي لمعلم التعليم العالي" هو خطوة جادة في هذا الاتجاه، فقد اشتمل في فصوبة الخمسة تفصيلات مهمة عن فلسفة تقويم الأداء التدريسي، وعن المعايير التي ينبغي أن تتوافر في هذا الأداء، كما إشتمل الكتاب أجزاء عن واقع تقويم الأداء التدريسي في ضوء هذه المعايير وفي ضوء هذه الفلسفة.. وقد جاءت فصوله كالتالي:-
