استمرت رحلة كاتب هذه السطور مشرفاً على إصدار هذا العمل قرابة عامين رأى خلالها عن كثب المشقة الميدانية التى اعترت الباحثة لجمع مادتها العلمية من دراسات أجنبية لا تحصي ولا تعد استخلصت منها الأدبيات والدراسات ذات الصلة بالدراسة الحالية ثم قامت بتوظيفها فى رسالتها، وقد استشعرت قدر ما ضحت به هى ومن يحيطون بها فى سبيل إنجاز أطروحة متميزة يفيد منها كل مهتم وكل متخصص للتعليم العالى والجامعي بصفة عامة ولنظام التعليم المفتوح بصفة خاصة.
ويتناول الفصل الأول من هذا المؤلف الإطار العام للبحث من احساس وتحديد للمشكلة، وأهداف، وأهمية، ومصطلحات البحث، ويتناول الفصل الثاني المقصود بالتعليم المفتوح من (مفهوم التعليم المفتوح وفلسفته وأهدافه والأسس التى يرتكز عليها، وخصائصها)، ثم تناولت الباحثة فى الفصل الثالث الاتجاهات العالمية من نظم التعليم المفتوح وقد عرضت لأنماط ونظم التلعيم المفتوح فى عدة دول متقدمة فى هذا المجال حيث حصلت على مراكز متقدمة من اليونسكو فى هذا المجال.
ثم عرضت فى الفصل الرابع لواقع التعليم المفتوح فى جامعة القاهرة من حيث (أهدافه، ونظامه الإدارى، ونظام القبول والتسجيل به، والدارسون، وأعضاء هيئة التدريس، ونظام الدراسة، والبرامج الدراسية التى يقدمها، والوسائط التعليمية والأساليب التكنولوجية التى تستخدمها البرامج المختلفة، ثم نظام التقويم والامتحانات، وأخيرا نظام التمويل) وانتهت فى الفصل بعرض برنامج كلية التجارة بجامعة القاهرة من حيث نظامه وأسلوب الدراسة به، وفى ا لفصل الخامس تناولت معايير الجودة فى نظام التعليم المفتوح فى ضوء الاتجاهات العالمية- والاحتياجات المحلية ،واستخلصت قائمة بمعايير الجودة فى نظم التعليم المفتوح فى ضوء هذه الدول المتقدمة. ثم أضافت لهذه المعايير الاحتياجات المحلية من خلال دراستها لواقع التعليم المفتوح بجامعة القاهرة ومن خلال نتائج استبيانه.
وأخيرا فإن هذا المؤلف قدم فى فصله السادس رؤى مستقبلية لتطوير نظام التعليم المفتوح فى برنامج كلية التجارة- جامعة القاهرة فى ضوء معايير الجودة وفقا للاتجاهات العالمية والاحتياجات المحلية.
