أحدثت سياسات التكيف الهيكلي في مصر منذ تطبيقها في منتصف الثمانينات من القرن الماضي الكثير من التغيرات الاقتصادية والاجتماعية التي تحتاج لرصدها بدقة وما ترتب علي تنفيذها من سياسات تنموية وتعليمية من نتائج اجتماعية طالت بالتغيير عدد من المفاهيم والبني الأساسية التي كانت تبنى عليها تلك السياسات في المرحلة السابقة، وأن نرصد التغيرات الهيكلية والآثار الاجتماعية لتلك السياسات ومدى نجاحها أو فشلها في إيجاد نوعية جيدة من التعليم أو استخدام أمثل للمنتج التعليمي مما يحقق الأهداف العليا لأي سياسة وهى تعظيم الفاعلية وتحقيق العدالة.
ويعد النظام التعليمي من أكثر النظم استجابة للتغيرات البنيوية والوظيفية فى المجتمع إلا انه يتميز بكمون تلك الاستجابات لفترة قد تطول أو تقصر في بعض المجتمعات الأمر الذي يقتضى أستخدام الكثير من الأدوات المنهجية لضمان التحليل الدقيق لتلك النتائج وإحداث نوع من التوازن بين متغيرات وأهداف كل من السياسات القطاعية والسياسات العامة في المجتمع. ويتضح ذلك في مصر من تلازم عملية إصلاح للنظام التعليمي لتحسين الأداء ورفع معدلات الكفاءة الداخلية والخارجية للتعليم وفق بداية سياسة تعليمية جديدة مع تنفيذ برامج الخطة الخمسية الثالثة للتنمية.
وطوال سنوات تلك الخطة الخمسية الثالثة "بذل جهد تعليمي" لتنفيذ ما رسم من سياسة تعليمية معلنة بما تحتوية من خطط وبرامج ومشروعات، وتقوم الدراسة الحالية بتحليل هذا الجهد التعليمي والأداء الذي بذل لتنفيذ تلك السياسة وفق مجموعة من المؤشرات التعليمية المتعارف عليها بوصفها أدوات لقياس مدي كفاءة السياسة التعليمية طوال سنوات التنفيذ للخطة الخمسية الثالثة للتنمية.
