مفكّر اقتصادي سعودي حائز دكتوراه في الاقتصاد من جامعة أنديانا في الولايات المتحدة الأميركية عام 1974م.
عمل وكيلاً لوزارة المالية في المملكة العربية السعودية وترأس العديد من مجالس إدارة الشركات والبنوك السعودية.
صدرت له أربعة كتب أحدها باللغة الإنكليزية عن الساقي – لندن بعنوان: The banking System and its performance In Saudi Arabia.
قام بالتدريس في الجامعات الأميركية وانضم في عام 2011 م إلى جامعة أكسفورد – معهد دراسات الطاقة – كباحث زائر (Visiting Research Fellow).

يشرك د. الدخيل قرّاءه معه في هذا الكتاب من خلال نشر تعليقاتهم على مقالاته النقدية التي نشرها في صحيفة الشرق السعودية بين عام 2011 و عام 2014 م والتي تعالج قضايا وطنية في الشأن السياسي والاقتصادي و الاجتماعي.
