مفكّر اقتصادي سعودي حائز دكتوراه في الاقتصاد من جامعة أنديانا في الولايات المتحدة الأميركية عام 1974م.
عمل وكيلاً لوزارة المالية في المملكة العربية السعودية وترأس العديد من مجالس إدارة الشركات والبنوك السعودية.
صدرت له أربعة كتب أحدها باللغة الإنكليزية عن الساقي – لندن بعنوان: The banking System and its performance In Saudi Arabia.
قام بالتدريس في الجامعات الأميركية وانضم في عام 2011 م إلى جامعة أكسفورد – معهد دراسات الطاقة – كباحث زائر (Visiting Research Fellow).

خرج سوق الأسهم السعودي للوجود وبدأ طرح الشركات المساهمة للجمهور وتداول الأسهم قبل أن تولد هيئة السوق المالية، الجهاز الحكومي المنظم لعمليات سوق الأسهم؛ المقالات التي يحتويها هذا الكتاب عن سوق الأسهم السعودي، عاصرته منذ خطوته الأولى، تحليلاً ونقداً وتطويراً.
فالكتاب هو قراءات تاريخية لمسيرة السوق وقاعدة وأساس لمحاولات التطوير والبناء، كاتب المقالات الدكتور "عبد العزيز الدخيل" لم يكن متفرجاً خارج المسرح، وإنما كان جزء منه، سواء خلال عمله وكيلاً لوزارة المالية لشؤون المالية والحسابات، وعضو في لجنة سوق الأسهم، أو عمله كرئيس للمركز الإستشاري للإستثمار والتمويل، الذي قاد معظم عمليات الطرح الأولى للأسهم في السوق السعودي على مدى الثلاثين عاماً الماضية.
