يعتبر مجلس الأمن من أهم أنظمة الأمم المتحدة المتنوعة، الذي تنم إنشاؤه بهدف حفظ الأمن والسلام الدوليين وتطوير العلاقات الدولية بين الشعوب والأمم والتعاون والمشاركة في حل المشاكل الدولية وإحترام حقوق الإنسان.
وقد نص ميثاق الأمم المتحدة على أن مجلس الأمن الدولي يمثل النظام ويمتلك نفوذاً وسلطة في إتخاذ القرارات التي من المفروض أن يلتزم بتطبيقها جميع الدول الأعضاء.
وفي الواقع فقد تبين عند تطبيق القرارات السياسية والقانونية الصادرة عن مجلس الأمن أن هناك معوقات كبيرة قد تكون تتعلق بأيديولوجيات معينة أو مذاهب فكرية أو الشعور بالقوة بجميع مكوناتها لدى بعض الدول أو الإئتلافات وتكتلات دولية تحول دون تطبيقها بشكل عادل على أرض الواقع نتيجة لتعارض تطبيق هذه القرارات مع مصالح بعض الدول المتنفذة في الإستحواذ على مصير هيئة الأمم المتحدة والفروع التابعة لها.
ومن العيوب التي ظهرت عند التطبيق أيضاً هي إزدواجية المعايير، حيث تطبق بعض القرارات الصادرة من مجلس الأمن على الدول الضعيفة بينما تجاهل الدول العظمى والكبرى هذه القرارات ولا تنصاع للقرارات الشرعية لعدم وجود سلطة عليا تلزم الدول بتنفيذ ما يصدر عن مجلس الأمن الدولي من قرارات، مثال ذلك ما تقوم به إسرائيل بعدم الإلتزام بكافة المواثيق الدولية والقرارات الصادرة عن مجلس الأمن الدولي وخاصة فيما يتعلق بإحتلال أرضي الغير والتوسع ببناء المستعمرات في الأراضي الفلسطينية برغم من كثرة القرارات الدولية الصادرة بضرورة إحترام الشرعية الدولية.
