فالإقتصار على القرآن الكريم والسنّة هنا يجنّب القارئ الوقوع في هذه الفخاخ التي تحول دون تشكيل قاعدة معلومات عامة تعطي نظرة من الداخل إلى أطوار وأحوال وحقائق الحياة السياسية بجميع تفاعلاتها.
وقد جعل المؤلف محور الرسالة يدور حول شخصية "الوالي" لأنه الفاعل السياسي الذي ترتبط به كل ذرة في الميدان السياسي، ولتكون هذه الرسالة نافذة لولاة العصر الحديث على الحياة السياسية في صدر الإسلام؛ نافذة تطل على آداب الوالي في سَمته وسماته مروراً بمسؤولياته تجاه الشعب وسياسته الداخلية وعلاقاته الدولية.
يسعى هذا الكتاب إلى تسليط الضوء على تراثنا السياسي ومن ثَم تقريب صورته إلى المصطلحات السياسية الحديثة وما يجري فعلاً في أروقة السياسة.
