في كتابه هذا يتحدق السيد جعفر مرتضى العاملي عن مبدأ "المقابلة بالمثل" في الحرب، وعن سائر ما يرتبط به من قضايا وأحكام في الإسلام في محاولة للتأكيد أن مبدأ المقابلة بالمثل مقبول عقلاً وشرعاً. وهو حق مُسَلَّمٌ به لا مرية فيه، ولا شبهة تعتريه .. وللمسلم الذي يدافع عن نفسه، وعن دينه" أن يمارس هذا الحق، ويستفيد منه كلما دعت الضرورة إلى ذلك ..".
يستند المؤلف في هذا الحق على قوله تعالى "من أجل ذلك كتبنا على بني إسرائيل انه من قتل نفساً بغير نفسٍ او فساد في الأرض فكأنما قتل الناس جميعاً" أي أن القاصد لقتل غيره ظلماً، يستحق القتل، وأن على الناس كلهم أن يقتلوه. وفي هذا السياق يطرح المؤلف السؤال الآتي: فإن من الواضح: أن العدو حين يشن حربه العدوانية، فإنه يستخدم أساليب معينة، يراها مناسبة لتحقيق أهدافه .. فهل أجاز الإسلام مقابلة هذا العدو بالمثل؛ وضربه بنفس الطريقة التي رضيها هو أسلوباً للتعدي على الحرمات؟! أم يحتم الإقتصار على أمور معينة، لا يرضى الإسلام بالتعدي عنها أو تجاوزها في أي من الظروف والأحوال؟! وفي طريقه للإجابة يورد المؤلف بعض الآيات القرآنية، التي تعرضت لأمر المقابلة بالمثل بصورة عامة، وبُين القاعدة الشرعية، في مجال الذين يحاربون الله ورسوله، ويكيدون للإسلام، وللمسلمين، مع نقل بعض ما قاله العلماء هو الآيات، ويذكر بعض الروايات التي تؤيد هذا المبدأ أو تشير إليه. بعد ذلك يأتي دور الحديث عن البغاة، الذين خرجوا عن الإسلام في قوله تعالى: "فقاتلوا التي تبغي حتى تفيء إلى أمر الله" والهدف من قتال البغاة – كما يقول المؤلف – ليس هو استئصالهم وقتلهم بل هو دفع شرهم، وإجبارهم على قبول أمر الله سبحانه كما أشارت إلى ذلك الآية الآنفة الذكر.
