إن الحديث عن السياسة الدولية يتضمن الكثير من علامات الإستفهام التي تثير النقاش وتطيل الجدال على المستويات كافة؛ ذلك لأن هذه السياسة تتعلق في جوهرها بحركة التنافس وعملية توزيع المكاسب أو القيم في المجتمع الدولي الذي أصبحت وحداته أو أطرافه تتزايد كماً وكيفاً؛ إذ لم تعد الدولة هي الفاعل الوحيد في السياسة الدولية؛ فقد برزت إلى جانبها فواعل أخرى، سواء على مستوى أقل من الدولة أو على مستوى أعلى من الدولة، خاصة في هذا العصر الذي غلبت عليه سمة العولمة وأصبح فيه العالم قرية كونية صغيرة بحكم تطور وسائل الإتصال والمواصلات بشكل مذهل؛ وما ترتب عن ذلك من تشابك وتداخل علاقات التفاعل بين وحدات المجتمع الدولي سياسياً وإقتصادياً وثقافياً.
ولذلك، فإن الإهتمام بالسياسة الدولية لم يعد حكراً على الطلاب في المدرج الجامعي أو على أفراد النخبة وصُنّاع القرار الخارجي، بل أصبح يمتد إلى أوساط أخرى تشمل رجل السياسة وأيضاً رجل الشارع العادي.
ومن هذا المنطلق تضمنت محتويات هذا الكتاب في جملة ما تضمنته عديد المحاور التي تناولت السياسية الدولية على المستوى النظري وعلى مستوى الممارسة في إطار دائرتين أساسيتين وهما دائرة الوجه المثالي للعلاقات الدولية ودائرة الوجه الواقعي لهذه العلاقات وما يتأرجح بين هاتين الدائرتين عبر حركة التفاعل الدولي التي تثير أمام المحلل السياسي العديد من التساؤلات حول معادلة السياسة الدولية.
