فالمعالجة تتطلب وترتكز على عوامل اساسية واخرى ثانوية تسلك فى ذلك منهجية شاملة تستهدف محاصرته والتعامل مع أسبابه ودوافعه قبل معالجة آثارة ونتائجه, فالفساد يقع عندما تكون الاجواء مهيئة لايجاده واتساعه ومنها الاحتكار والقدرة على استغلال المنصب قبال ذلك لاتكون ثمة مساءلة حقيقية.
ويكون ذلك من خلال معرفة اسباب ظهور الفساد الاداري والمالي وهدر المال العام وكذلك معرفة الاسباب والعوامل التى ادت الى انتشاره واستفحاله فى اغلب دوائر الدولة ومؤسساتها أي لابد من التعرف على المشكلة اولا ثم بعد ذلك يتم وضع الحلول والأساليب الناجحة لعلاج هذه المشكلة او الظاهرة ويجب ان نضع فى تصورنا أيضا ان علاج هذه الظاهرة لايتم الامن خلال توفر عنصر مهم وفعال وهو توفير الامكانات المادية والامكانات القانونية والخبرات اللازمة ليتم ممارسه الطرق والحلول والاساليب التى ستوضع لعلاج هذه الظاهرة وعلينا ان نتوقع ان الحرب ضد هذه الظاهرة ستتطلب جهدا كبيرا ووقتا طويلا, وقد قدمت فى هذا الكتاب كيفية مواجهة المشرع المصري لبعض نماذج الفساد وذلك بغرض تصدية لجريمة الرشوة واستغلال النفوذ والتربح وأخلال المواظفين وتجاوزتهم حدود سلطاتهم -كنموذج يحتاج إلى التفعيل والتعديل بناء على ماتتوصل إليه الابحاث والأحكام القضائية فى هذا الشأن
ومن الجدير بالذكر أن نشير إلى أننى قد أعتمدت فى الكثير من هذا الكتاب على ما توصل إليه الكثيرين قبلي على كافة المستويات العالمية والأقليمية والمحلية.
وفى النهاية خطبة هذا الكتاب أرجو من المولى عز وجل أن يكون هذا الكتاب لبنة فى صرح كبير نشيدة جميعا فى مواجهة الفساد ومكافحتة.
