لا تتنازل قضايا الرعاية الاجتماعية في أي وقت عن مساحتها المعهودة علي خريطة الاهتمام السياسي, والاجتماعي والاقتصادي لأى مجتمع, أيا كان موقعه من التقدم أو التخلف, أو الغني, الاحتياج أو الرفاهية. وتلتزم سياسية الرعاية الخط الاجتماعي أو يخربها القرار السياسي عن إطارها, وتتعافي الجهود الحكومية بفضل مواردها وإمكاناتها, أو تتشاطر فاتورة الرعاية مع المجتمع المدني. وتنأى منظفات العمل الطوعي بنفسها عن سباق المقاعد في الساحة السياسية, أو تستسلم لإغراءات الظهور الشعبي والتلميع الشخصي للقائمين عليها. ويتهدد الأداء الاقتصادي بالأفراط في دعم خدماتها أو ينتعش بانكماش مساحة تواجده علي شاشة الرصد الحزبي, ونقاط الضوء الأيدلوجي المبرر وفي كل الأحوال يتعين علي القائمين علي أمر الرعاية الاجتماعية أن يعيدوا ترتيب أوراقها, وأن يوجهوا الأداء بمفاهيم معاصرة.
والعمل الاجتماعي- في مجال الخدمة الاجتماعية- علي وجه التحديد معني برصد التغيير, لتحديد المستفيدين منه, ونطاق تأثيره وحجم ما يمكن أن يقدمه من حلول لواقع مشكلات المجتمع, في ذات الوقت يعني تحديد الفئات المضارة اجتماعياً من أى تغيير مجتمعي علي أى مستوي. وإعادة صياغة منظومة الرعاية الاجتماعية لتحقيق الانتصاف لهذه الشرائح, وتوازن البناء الاجتماعي والاقتصادي المطلوب للبقاء. وفي هذا الكتاب سوف نتعرض لهذا و أكثر من خلال ستة فصول هي: الفصل الأول: "التأويلات الفلسفية في أدبيات الرعاية" , الفصل الثاني: "الأحقية في خدمات الرعاية الإجتماعية" , الفصل الثالث: "النموذج الغائب للرعاية الاجتماعية" , الفصل الرابع: "إغتراب الرعاية الإجتماعية في دولة الرفاهية" , الفصل الخامس: "الأسهم الشعبية.. الإشباع الآجل في سوق الاحتياجات العاجلة" , الفصل السادس: "في الرعاية مداخلة نظرية".
