قضية هذا الكتاب تهم كل مواطن يتطلع إلى بناء مجتمعه على أسصاس من عقد اجتماعي يؤكد أن المجتمع من صنع إرادة المواطن، بناء مدني. فالمدينة هى الأساس لكل أبنية النسق الاجتماعي. من حكومة مدنية وحقوق وتشريع وقضاء مدني وثقافة مدنية.. إلخ لتكون المصلحة العامة والمحافظة على حقوق الأفراد وحرياتهم- دون أى تميز فئوي او ديني- هى الغاية من البناء المدني.
ويقدم الكتاب نموذجين لبناء المجتمع المدي على أساس العقد الاجتماعي: نموذج يؤكد القوة والآخر يؤكد الديمقراطية ويرى الكتاب أن خيار القوة لا يصلح خيارا للمجتمع المصري بينما الخيار الديمقراطي يحافظ على حقوق الأفراد وحرياتهم ويساعد على تجاوز مشكلات الجماعات الانفصالية الإسلامية والمسيحية ويحقق وحدة وتماسك المجتمع على أسس ضرورية: 1- حكومة مدنية مقيدة 2- العلمانية 3- الاحترام والتسامح المتبادل كفضائل مدنية.
