تحت عنوان "العدالة والإنصاف في القانون الدولي" يقدم الكاتب الدكتور علي ابراهيم المالكي دراسة أكاديمية تتتبع كيفيّة تطور مفهوميّ العدالة والإنصاف عند المجتمعات البشرية، فيبدأ بالقوانين والتشريعات القديمة وشرائع الديانات السماوية الثلاث والفلسفات الوسطى والحديثة، وينتهي بالأيديولوجيات المعاصرة بما فيها الهيئات الدولية والإقليمية التي تتضمن أطر قانونية تؤمن حقوق الإنسان؛ ليخرج بخلاصة أن قيم العدالة والإنصاف لم تعد من حيث الواقع تتوائم مع ما يتخذ من إجراءات دولية على مختلف الصعد السياسية والاقتصادية والاجتماعية.
تأتي أهمية موضوع هذه الدراسة كما يرى المؤلف، من كونها "تنبع من أهمية وجود مبادئ العدالة والإنصاف والعقاب في القانون الدولي، وخصوصاً في مجاليّ السلم والأمن الدوليين، فالعدالة، الإنصاف، والعقاب يجب أنْ تكون المعيار الأساسي في العلاقات بين الدول، نظراً لأهميتها في الحفاظ إلى حدٍّ كبير على سلمية هذه العلاقات، وعدم اتجاهها نحو التأزم الذي يكون غالباً نتيجة الخرق المبدئي للعدالة والإنصاف في القانون الدولي".
هذا الكتاب موجهٌ إلى كل باحث في القانون الدولي، كل دبلوماسي أو أستاذ جامعي وإلى كل طالب قانون أو علوم سياسية يبحث عن رواسي الاستقرار والأمن الدوليين.
