هذا المجلد من هذه الموسوعة يأتي كمقدمة للقسم الرابع من الموسوعة في مسيرتها لعرض فتاوى المعاملات المالية للبنوك والمؤسسات المالية الإسلامية، وهو يأتي تحت عنوان "القروض وغرامات التاخير"؛ فأما "القروض" فقد تناول المجلد أسساً وقواعد عامة من القروض وما يتعلق بها من أحكام، وكذلك محاولة ربط رسوم خدمة القرض بالنفقة الفعلية، وحكم تمويل شراء بضاعة لشركة تتعامل بالقروض الربوية، وحكم تقديم المساعدات العينية أو النقدية للجمعيات التعاونية التي تتعامل مع المصارف الإسلامية، وحكم القروض المتبادلة بدون فوائد أخذاً وعطاءً، وتبادل القروض المتبع في المصارف الإسلامية، وضوابط الإيداع المتبادل بين البنك الإسلامي والبنك المركزي، وتبادل القروض بعملات مختلفة، وحكم شراء أسهم شركات غرضها مباح وتتعامل بالقروض الربوية، وكذلك حكم الفوائد الربوية الناشئة عن قرض أو غيره وكيفية التصرف فيها شرعاً، وغير ذلك من الفتاوى المتعلقة بالقروض والفوائد.
أما الجزء الخاص بـ"غرامات التأخير" فيتناول إعسار المدين فيوضح معنى المدين المعسر في الشريعة الإٍسلامية، وضابط الإعسار، كما يتناول حكم تعجيل السداد، والمماطلة في السداد، وضوابط وضع شرط جزائي على المدين، وفرض غرامة تأخير على المدين، والتعويض من تأخير السداد.
