هذا المجلد من هذه الموسوعة جاء ليتناول موضوعين من موضوعات موسوعة الفتاوى وهما (الربا- الخصم). فموضوع الربا تناول باباً من الأبواب التي استفاض الفقهاء قديماً وحديثاً في الحديث فيها، ألا وهو الربا المحرم بالكتاب والسنة والإجماع، ولما كان الربا ركناً أساسياً في تعاملات البنوك والمصارف التقليدية فلم يغفل تناول هذا الموضوع تناولاً فيه عرض لتعريف الربا وأحكامه العامة وأقسامه، وبيان الأوراق المالية التي يجري فيها الربا، وحكم البيع والشراء بالتقسيط مع الزيادة لأجل، وحكم التعامل مع الهيئات التي تتعامل بالربا والتعامل، والتعامل مع البنوك الربوية وما ينتج عنها من فوائد والطرق الشرعية للتصرف فيها، وبيان أن الفائدة عين الربا، وحكم استثمار الأموال في مؤسسات بفائدة محددة، والحكم الشرعي لشهادات الاستثمار، والرد على الإدعاء القائل بأن الضرورة تلجئ إلى التعامل بالربا، وبيان كل ذلك كان بتخصيص الجزء الأول من هذا المجلد له.
أما ثاني الموضوعات التي تناولها المجلد فهو موضوع "الخصم" الذي هو خصم جزء من الثمن في مقابل النقص من قيمة المبيع؛ فيتناول حكم الخصم في عقود المرابحة وعقود الصرف وعقود المقاولات بالإضافة إلى تناول بعض المسائل المتفرقة في الخصم مثل حكم خصم عمولة الاعتماد على المبلغ المستخدم فيه حقيقة، وحكم خصم مبلغ مقطوع من حساب العميل لتغطية مصاريف كشف حسابه، وغير ذلك من المضوعات التي تهم المتعاملين كافة المصارف.
