لم يعد خافياً على أحد أن جريمة اغتيال الرئيس الشهيد رفيق الحريري، كانت الزلزال الذي قلب الوضع اللبناني رأساً على عقب، لا بل كانت الشرارة التي أشعلت ثورات المنطقة بأسرها، بالنظر لما أحدثته من تغيرات جذرية في الواقع اللبناني وامتداداتها على دول المنطقة لا سيما سوريا، لكون الجريمة إرتكبت في ظل الهيمنة السياسية والأمنية للنظام السوري على لبنان، ونفذت تحت عباءته الفضفاضة.
من هذه المعادلة الواضحة، إنطلق الدكتور طارق شندب في إعداد كتابه هذا، الذي ضمّنه إحاطة سياسية وقانونية للجريمة وحيثياتها وأسبابها وصولاً إلى تداعياتها الداخلية والإقليمية والدولية، والتي كانت السبب الأول والأخير لجلاء القوات السورية عن لبنان، وأنهت ثلاثة عقود من حكمه للبنانيين بالحديد والنار.
وقد قسم المؤلف كتابه إلى قسمين: القسم الأول يتضمن التداعيات السياسية لاغتيال الرئيس رفيق الحريري وما يحتويه هذا القسم من دور سياسي لرفيق الحريري وأساب اغتياله، أما القسم الثاني فيتضمن التداعيات القانونية الدولية لاغتيار الرئيس الحريري والمتمثلة بإنشاء المحكمة الخاصة بلبنان لمحاكمة القتلة، وآثار هذه التداعيات على الوضع العام في لبنان.
يناقش هذا الكتاب تداعيات الإغتيار قانونياً وسياسياً ويحاول سبر خفاياه وأسراره، من زاوية كيف يتحول الموت إلى زلزال يزعزع استقرار بلد مثل لبنان، فيضرب صيغة العيش المشترك ويهدد وحدته واستقلاله، كيف يتحول إلى صرخة استنكار دولية تطالب بكشف الفاعلين ومعاقبتهم بواسطة محكمة دولية إنشئت بقرار من مجلس الأمن.
