لقد أدى عدم العدالة في توزيع المياه بين مناطق المدن والحضر إلى عدم تحقيق العدالة أيضًا في معالجة المياه وما يتبع ذلك من أبعاد صحية تؤثر على إنتاجية الطاقة البشرية. ولكي تحقق الدول العربية التنمية المستدامة فلا بد لصانعي القرار من تفهم الأبعاد الكاملة للتحديات التنموية المرتبطة بمحدودية الموارد المائية وكيفية إدارة هذه الموارد بالطرق المساعدة على الاستفادة الكاملة من كافة أنواع المياه المتاحة، مع العمل الجاد على الاحتفاظ بالنوعية المطلوبة لكل من استخدامات المياه.
ولعل من الأمور الهامة التي يجب أن يضعها المخططون لمجالات التنمية المستدامة في المنطقة العربية كيفية الاستخدام المتكامل لموارد المياه وكيفية الترشيد في كافة استخداماتها واضعين نصب أعينهم الحفاظ على صحة الإنسان والتوازن الطبيعي لكافة الأنظمة البيئية المعتمدة على الموارد المائية.
وقد ارتأنا أن نضم في هذا الكتاب جميع البحوث وأوراق العمل التي تم تقديمها في جلسات العمل في مؤتمر "إدارة مصادر المياه والحفاظ عليها" المنعقد في عمان بالمملكة الأردنية الهاشمية في يونيو (حزيران) 2008، وذلك لتصبح مرجعًا للباحثين والممارسين والمهتمين والقيادات، وأيضًا بهدف توسيع دائرة الاستفادة منها لمن لم يتمكن من حضور المؤتمر أو المشاركة في فعالياته. ونأمل أن يحقق هذا الكتاب الفائدة المرجوة منه.
