تهدف هذه الدراسة إلى الارتقاء بالإدارة المائية إلى مستوى يحقق التوازن المائي بإتباع سلسلة من الإجراءات العلمية والفنية والاقتصادية للنهوض بالقطاع المائي، لينعكس إيجاباً على مستوى الرفاه الاجتماعي.
إن المياه عنصر هام للحياة، وتدخل عنصراً تكاملياً مع كل العمليات الحيوية والإنتاجية، ولم تعد ذات طبيعة اقتصادية وحسب، بل ذات طبيعة بيولوجية وبيئية واجتماعية، حيث للنوع الاجتماعي دور هام للحدّ من تلوث الماء وهدرها وترشيد الطلب على نحو يتوافق وحجم المياه المتاحة.
تتألف الدراسة من ثلاثة فصول ومحاور؛ الفصل الأول: التحديات المائية (المياه في العالم – الواقع والتحديات، إدارة الموارد الطبيعية – المعوقات وسُبل التنمية، ومتطلبات الإدارة المتكاملة للموارد المائية). والفصل الثاني: السياسات الاستراتيجية (رسم السياسات في مؤسسات الدولة، دور القطاع العام والخاص في تنمية الموارد المائية، التكامل والتنسيق بين الإدارات المائية المختلفة، وإدماج النوع الاجتماعي – المهام والأهداف). والفصل الثالث: الإدارة والتشريع (إدارة مؤسسات المياه وإعداد الملاك، ووسائل الاتصال وتقنيات الاستشعار عن بُعد، التشريع القانوني والمجال المائي، وأسواق بيع المياه)، وأخيراً الخلاصة والملاحق: المصطلحات، المراجع العربية والأجنبية، وملخص الدراسة باللغة الانكليزية.
