تقوم الدراسة على فروض أن عدم الإستغلال الأمثل للبترول والغاز الطبيعي في الوطن العربي يؤدي إلى وجود فجوة في التنمية الإقتصادية، الأمر الذي ينعكس على تحقيق الرفاهية للمواطن العربي، وأن التعاون الإقتصادي العربي في وضع استراتيجية لإدارة البترول في الدول العربية المنتجة للبترول سوف يكون له انعكاسات إيجابية على التنمية البشرية في الوطن العربي، وأن استكمال مراحل التكامل الإقتصادي العربي (الإتحاد الجمركي، السوق العربية المشتركة، الإتحاد الإقتصادي العربي) سوف يؤدي إلى نهضة غير مسبوقة للوطن العربي.
تعتمد هذه الدراسة على نوعين من المناهج هما: الإستدلال كمنهج، للوصول إلى النتائج والقضايا التي تنتج عنها بالضرورة، وفقاً للتسلسل المنطقي، والمنهج المقارن للبحث العلمي وذلك وفقاً لخطة البحث تشمل الأبواب التالية: (الباب الأول: التغيرات العالمية والإقليمية وتأثيرها على التنمية في الوطن العربي، الباب الثاني: السوق العالمية للبترول والمتغيرات الإقتصادية المؤثرة على البترول العربي، الباب الثالث: استراتيجية إدارة الدول العربية للطاقة اللازمة لتحقيق التنمية الإقتصادية العربية، الباب الرابع: التكامل الإقتصادي العربي ودوره في تحقيق التنمية في الوطن العربي، وأخيراً النتائج).
