فهل ستتمكن سورية من إقناع الاتحاد الأوروبي بلعب دور سياسي في عملية السلام ينسجم مع حجم وثقل الاتحاد الأوروبي في تفاعلات النظام السياسي الدولي, سيما في منطقة مجاورة ارتبطت مع أوروبا بوشائج تاريخية واقتصادية وسياسية واجتماعية عميقة؟
يحتوي هذا الكتاب على ثلاثة فصول يتناول الفصل الأول العلاقات الأوروبية-المتوسطية في ضوء إعلان برشلونة 1995, أما الفصل الثاني فيبحث في العلاقات السورية-الأوروبية (محدادات وطبيعة وتاريخ) فضلاً عن الآفاق المستقبلية، في حين يبحث الفصل الثالث في الآثار المحتملة لإتفاقية الشراكة السورية الأوروبية.
