رغم تأييد الدول العربية لاقتراح الاتحاد الأوروبي الخاص بإقامة شراكة أوروبية-متوسطية من حيث المبدأ، فإن لدى هذه الدول تحفظات جدية تتعلق بالجوانب التصورية والأمنية لهذه الشراكة وبانعكاساتها على اقتصادات الدول العربية وعلى عملية السلام في الشرق الأوسط. ويتمثل مصدر القلق الرئيسي في أن منطقة التجارة الحرة الأوروبية-المتوسطية ومبادئها المتعلقة بالسلوك الاجتماعي-الاقتصادي، ستجعل الصناعات العربية الهشة مكشوفة أمام المنافسة الخارجية القوية وبالتالي ستدمر المؤسسات الوطنيـة. وما دام الاتحاد الأوروبي مستمراً في منهجه المتحيز، بتعامله مع شركائه الإسرائيليين والعرب على أساس التمييز بين الطرفين، فسوف يستمر العرب في موقفهم المتردد كشركاء في عملية برشلونة. ويتضح هذا من حال تونس والمغرب اللتين وقعتا اتفاقيات شراكة مع الاتحاد الأوروبي، غير أنهما تُعْربان الآن عن شكوك جادّة بشأن جدوى العملية. بالإضافة إلى ذلك فإن مفهوم التعاون السياسي -الأمني يتجه إلى منع نشوب النزاعات، وإدارة الأزمات، وإجراءات بناء الثقة، بدلاً من التركيز على حل النزاعات وإقامة نظام استراتيجي متوازن في منطقة البحر الأبيض المتوسط. إن ردود أفعال الاتحاد الأوروبي نحو هذه التصورات والهواجس العربية سوف تحسم موضوع نجاح الشراكة الأوروبية-المتوسطية. ويمكن الاستنتاج أن الاتحاد الأوروبي إذا تمادى في أسلوبـه الأناني تجاه التعاون الأوروبي-المتوسطي، فمن المستبعد أن تتحقق الشراكة الأوروبية-المتوسطية. وهذا ينطبق بصورة خاصة على الشراكة الاقتصادية التي يجب أن تقوم على نقل التقنيات ودعم البنية التحتية، وليس على التحرر التجاري، كما ينطبق على الشراكة الأمنية التي ينبغي أن تركّز على حل النزاعات والتوازن الاستراتيجي وليس على الحفاظ على الوضع الراهن.
