يهدف هذا البحث بصورة رئيسية إلى توضيح التطور التاريخي لحجم ومحددات المساعدات المالية الأمريكية إلى الدول العربية المتوسطية وذلك عبر ثلاثة عقود ابتداءًا من عام 1970 وحتى عام 1999. وسوف نستعرض في نفس السياق تطور ومحددات المساعدات المالية الأوربية إلى تلك الدول لإبراز دورها وتأثيرها مقارنة بالمساعدات الأمريكية.
وفي الواقع، فإن هناك كثير من الأدبيات الاقتصادية التي تناولت بالدراسة والتحليل لمحددات المساعدات الأجنبية. وتكاد تجمع هذه الدراسات على أن دوافع تلك المساعدات قد يكون مبعثها المصالح الخاصة للدول المانحة، وقد يبررها الحاجات المتعددة للدول المتلقية لهذه المساعدات.
وانطلاقًا من ذلك سنحاول إبراز أهم العوامل المحددة لحجم وتوزيع المساعدات الأمريكية والأوربية على الدول العربية المتوسطية خلال ثلاثة عقود: السبعينات والثمانينات والتسعينات. لهذا فإننا سوف نتناول هذه الدراسة في فصلين: [الفصل الأول: خصائص وتطور المساعدات الأمريكية والأوربية إلى الدول العربية المتوسطية، الفصل الثاني: محددات المساعدات الأمريكية والأوربية إلى الدول العربية المتوسطية].
