تمثل المنظمات غير الحكومية دعامة أساسية في عملية التطور الاقتصادي والاجتماعي، وتكمل دور كل من القطاعين العام والخاص في العمل التنموي الهادف إلى بناء الدول والمجتمعات. وقد اهتمت دول مجلس التعاون لدول الخليج العربية بإنشاء العديد من المنظمات غير الحكومية التي أخذت تقدم خدمات إنسانية ومجتمعية للعديد من فئات المجتمع داخل دولها وفي الخارج؛ الأمر الذي مكنها من أن تؤدي دوراً فاعلاً في تحقيق التنمية البشرية داخلها، وكذلك في الدول النامية الفقيرة التي تنفذ فيها العديد من تلك المنظمات مشاريع عديدة في مجالات التعليم والصحة ومحاربة الفقر.
وتهدف هذه الدراسة إلى التعرف على الدور الإنمائي الذي تقوم به المنظمات غير الحكومية الخليجية مع التركيز على الجمعيات النسائية، واقتراح الآليات المناسبة لمواجهة التحديات التي تواجهها لتفعيل دورها في عملية التنمية. وتتناول الدراسة مفهوم المنظمات غير الحكومية وتطورها ودورها على الصعيد العالمي، وتبين نشأة وتطور تلك المنظمات في دول مجلس التعاون، وتوضح دورها في عملية التنمية في هذه الدول، وكذلك تعرِّف بأهم المعوقات التي تحد من مساهمتها في العملية التنموية، وتقترح السبل الكفيلة للارتقاء بدورها الإنمائي.
