من فوائد الإعلام، وانتشار وسائله واتساعها، أنه أطلع كل الناس على ما يجري من العالم من أحداث ومستجدات، من ثورات علمية إلى ثورات شعبية وحروب، وتطور وتقهقر أصاب الإنسان ويصيبه في سائر أنحاء الأرض. نال الإرهاب حصته من هذا الاهتمام العالمي، فظهر على الساحة الدولية منذ الحرب العالمية الثانية، بصورة ما زالت تتسع، حتى شغلت، في بعض الأحيان، العالم كله عما هو أخطر وأفظع. ولم يعد الإرهاب بمعنى الجريمة التي لها عناصر وأركان تميزها من غيرها من مفاهيم محرمة داخلياً ودولياً، من حيث أنها استخدام للعنف بصورة غير مشروعة ضد مصالح محددة في خدمة أيديولوجية معينة، بل أصبح مفهوماً أعم وأشمل، فهو إرهاب سياسي، اقتصادي، اجتماعي، انفصالي، أيديولوجي، وديني.
كما أصبح مصطلحاً مألوفاً للتعبير عن كل ظاهرة غير مألوفة أو مزعجة.. فهناك إرهاب في الموسيقى وفي الأدب، كما أنه يمكن أن يكون حرباً يردّ عليها بحرب أخرى. لهذه الأسباب وغيرها، وجب تجريد الإرهاب من الأثواب التي أرهقت كاهله، حيث أصبح بمقدور المشرّع الدولي أن يعطي هذه الظاهرة القديمة-الحديثة أبعادها الحقيقية، ويقدر درجة خرقها للأمن والسلم الدوليين. ضمن هذا الإطار يأتي الحوار في هذا الكتاب والذي يحاول من خلاله عالمان في القانون الدولي أن يجيبا عن سؤال "ما الإرهاب؟" باقتدار كبير.
