تُعرف الأمم بتراثها الفكري التاريخي بوصفه عنواناً كبيراً لتنشئة وحدود التطور عندها، ولعل أهم ما يندرج تحت هذا العنوان هو قدرة الأمة توجيه طاقاتها وإمكانياتها نحو تفعيل أنشطتها الإقتصادية عبر إستخدامها مستوى متقدم من الإدارة المالية والمهارة الفنية، والتي ينتج عنهما بالمحصلة مزيج راقٍ من العطاء الحضاري الذي يميزها عن غيرها من الحضارات المجاورة، أو يجعلها قادرة على التنافس مع غيرها على أقل تقدير.
ويشكل الأسطول الأموي وعبر مراحل بنائه المختلفة، إتجاهاً عاماً اتبعته الدولة الأموية نحو قدرتها التعامل مع ظروفها المحلية والمتمثلة بخروج العديد من الجماعات ضدها، وعلى الصعيد الخارجي المتمثل بخطر غزو الروم (البيزنطيين) للموانئ والثغور الأموية على ساحل البحر الأبيض المتوسط، يضاف إلى ذلك إستمرار دورها في حركة الفتح الإسلامي، كل ذلك دفعها إلى بناء أسطولها البحري من خلال توفير المواد الأساسية مثل الأخشاب والحديد، والعمالة الفنية الماهرة من عمال الحدادة والنجارة والبناء، وقد تطلب الأمر من الدولة التوجه نحو الإستيراد أحياناً.
ومع أن الدراسة قامت بمحاولة إستقراء واسعة للمصادر التاريخية المعاصرة للدولة الأموية أو القريبة منها، إلا أن هناك ثلاث مجموعات من المصادر أضافت الكثير من الفائدة، وهي: أوراق البردي إبتداء، بتفردها بالإشارة إلى المشاكل الملاحية والتنظيمات الإدارية البحرية والإجراءات المالية لها، كذلك الوثائق الفقهية وأهميتها في التعرف على عقود إنشاء المراكب لتوضيح تطور صناعة السفن، ومن ثم الدراسات الأدبية وخاصة دواوين الشعر وأهميتها في التعرف على أنواع السفن المستخدمة في الأسطول الأموي ومهامها.
