تقوم في أجزاء عديدة من العالم أنظمة عسكرية أو شبه عسكرية تحكم بقوة الإرهاب والفساد، ومنها شيلي، وكوريا الجنوبية، وأندونيسيا... ولكن ثمة، من الجهة الاخرى، حكومات عسكرية قامت بتنفيذ برامج تقدمية - إصلاح زراعي، تأميم الإحتكارات الأجنبية - واتخذت مواقف ضد الإمبريالية والإقطاع.
ففي البرتغال، مثلاً، لعب الجيش دوراً حاسماً في وضع حد لأربعين عاماً من الحكم الفاشي، وقد جعلت مثل هذه التطورات مسألة الدور السياسي للقوات المسلحة قضية مصيرية.
في الجزء الأول يدرس ووزيز أنواع المقابلات العسكرية - اليسارية والوسطية واليمينية - ومسألة الجيس والسلطة السياسية، وموقع الجيش من الطبقات الإجتماعية، وأسباب الإنقلابات العسكرية التقدمية.
ويخصص المؤلف في دراسته هذه فصولاً لتفحص حالات أندونيسيا، والسودان، والشيلي، والبرتغال، تفحصاً تفصيلياً، مستنداً في كثير من الأحيان إلى مصادر لم تنشر سابقاً، وإلى خلفيات وأحداث أهم الإنقلابات العسكرية في الستينات والسبعينات.
أما الجزء الثالث من الكتاب ففيه تقويم التغيرات في مواقف اليسار من العسكر، وخصوصاً في أوروبا الغربية، مع إلقاء ضوء خاص على صلة هذه الأفكار الجديدة - التي تتحدى كلاً من اليسار واليمين - بالوضع الراهن في بريطانيا وإيرلندا الشمالية.
