تهدف دراستنا إلى توضيح كيفية انتقال أسهم الشركات التابعة إلى العاملين بمناسبة تنفيذ برنامج الحكومة المصرية لتوسيع قاعدة ملكية القطاع الخاص، حيث أنه من المقرر تخصيص نسبة من أسهم الشركات التي يراد تحويلها إلى القطاع الخاص للعاملين. وسوف نتناول المشكلات التي تعترض سبيل بيع الأسهم للعاملين في ظل العمل بالقانون رقم 203 لسنة 1991 بشأن شركات قطاع الأعمال العام، والقانون رقم 95 لسنة 1992 بشأن سوق رأس المال ونحاول أن نوجد الحلول المناسبة لها. ولا شك في أهمية دراسة هذا الموضوع خصوصًا أنه لا توجد رؤيا واضحة بشان المزايا التي تمنح للعاملين لتشجيعهم على تملك نسبة من أسهم الشركات التي يراد تحويلها إلى القطاع الخاص.
ولكي تكون دراستنا لهذا الموضوع الهام مفيده، كان لا بد من الرجوع إلى تجربة رائدة في مجال التحول إلى القطاع الخاص وهي التجربة الفرنسية. وقد آثرنا اختيار هذه التجربة الرئيسية لأنها تعتبر من أكثر التجارب أصالة.
وقد قسمنا هذه الدراسة كالآتي: الفصل الأول: شركات قطاع الأعمال العام وبرنامج توسيع قاعدة ملكية القطاع الخاص، الفصل الثاني: المساهمة العمالية في برنامج توسيع قاعدة ملكية القطاع الخاص.
