دخلت قضية التهجير في لبنان بعمقها في المشكلة الاقتصادية الاجتماعية، بحيث أفرزت النتائج المترتبة عن التهجير تغييراً سكانياً في المجتمع اللبناني ودماراً في القرى وتضرراً في القطاعات الاقتصادية. ومن هنا كان لا بد، عند رسم سياسة إعادة المهجرين وتحديد استراتيجية العودة، من الإحاطة بكل الاعتبارات والأسباب التي أدت إلى التهجير والنتائج الناجمة عنه، التي كانت المشكلة الاقتصادية والاجتماعية جانبها الأبرز، لكون هذه القضية مرتبطة ارتباطاً مباشراً بكل القضايا الإسكانية والتنموية والخدماتية وغيرها، ولا معالجة جذرية وحقيقية لهذه القضية إلا بسياسة تنموية شاملة.
والقيام بأعمال في هذا الحجم، من مسؤولية الدولة التي هي وحدها القادرة والمسؤولة عن إعادة حقوق المواطنين وضمان عودة المهجرين والنازحين وحمايتهم وتأمين المستلزمات الضرورية لهم. انطلاقاً من ذلك تبرز أهمية إلقاء الضوء على خطوات الدولة وسياستها تجاه حل مشكلة المهجرين وعلى التشريعات التي وضعتها لتحقيق العودة وصيانة حقوق العائدين وتأمين الوسائل الكفيلة بإعادة الإعمار، وخصوصاً أن هذه التشريعات والوسائل بدأت تأخذ طريقها نحو الأهداف المرسومة لها مستندة إلى إجماع يضغط باتجاه إقفال ملف أكبر مأساة عرفها لبنان.
يتطرق هذا البحث أبرز نتائج التهجير ومفاعيله على المجتمع اللبناني في عناوين موجزة، يليه تحديد سياسة الدولة واستراتيجيتها وللخطة العامة لعودة المهجرين وللبرنامج التنفيذي لإعادة المهجرين في إطار تنموي شامل على المستويين الاقتصادي والاجتماعي، كما يعرض سياسة الإسكان التي من الممكن تكون نموذجاً لتقويم الخطة السكنية والإفادة من برامج عودة المهجرين في المراحل اللاحقة.
