تهدف الدراسة إلى معالجة الجوانب المختلفة للعلاقة بين المحكمة الجنائية الدولية ومجلس الأمن من خلال دراسة وتحليل الأحكام المتعلقة بهذه العلاقة في نظام روما الأساسي وتفسير فقهاء القانون الدولي لهذه الأحكام وأخيرًا دراسة الممارسات الدولية لمواقف الدول وما اتخذه مجلس الأمن من قرارات منذ دخول نظام روما الأساسي حيز التنفيذ عام 2002، لتوضيح أبعاد العلاقة والرد على التساؤلات التي طالما أثيرت في هذا الشأن وما إذا كان مجلس الأمن- فعلًا- مسيطرًا على عمل المحكمة الجنائية الدولية وإلى أي مدى يمكن للمجلس أن يعين المحكمة الجنائية الدولية على أداء الرسالة الموكلة إليها لتحقيق العدالة الدولية.
وفي ضوء ما تقدم نقسم الدراسة إلى أربعة فصول على النحو التالي: يتناول الفصل الأول حق مجلس الأمن في إحالة حالات إلى المحكمة الجنائية الدولية، ويتناول الفصل الثاني سلطة مجلس الأمن في إيقاف إجراءات المحكمة، ويعالج الفصل الثالث دور مجلس الأمن فيما يتعلق باختصاص المحكمة الجنائية الدولية بجريمة العدوان، وأخيرًا يتناول الفصل الرابع دور مجلس الأمن في ضمان تحقيق التعاون بين الدول والمحكمة الجنائية الدولية.
