يعالج هذا الكتاب موضوعات ثلاثة لدولة قطر وهي التاريخ والسياسة والتحديث بإعتبارها من الأصول العامة التي لا مناص منها للدارس والباحث والقارئ، وتأسيساً علي ما سبق فقد تم تخصيص الباب الأول لدراسة تاريخ قطر خصوصاً والخليج العربي عموماً نظراً لارتباط وتشابك العلاقات الخليجية- الخليجية في أوضاعها الجيولولتيكية ثم السياسات الاستعمارية تجاه الساحل المهادة وقطر.
أما الباب الثاني وعنوانه "السياسة" فقد جاء كدراسة تحمل الكثير من الايضاحات التي لا يسعني هنا إلا أن أشيد بالدراسة المتكاملة للأستاذ الدكتور/ يوسف عبيدان عن نظم الحكم في الخليج العربي والذي يرجع إليه الفضل الأكبر في عرض دراسة مقارنة عن بعض دول الخليج وبالتالي عرض مناقشة وتحليل آرائه القيمة وشجعني بذلك علي الإسهام في دراسة الهيئتين التشريعية والتنفيذية في قطر وإرتباط ذلك إرتباطاً وثيقاً ومباشراً بالحياة السياسية التجربييون المعاصرون إلي تقديم تنظير للسياسة تفيد في سير غور الحياة السياسية.
أما الباب الثالث والأخير فقد تتبع تطور مراحل التنمية في قطر وإرتباطها بدول الخليج العربي عموماً والتيارات المختلفة بشأن تحديثها والأساليب المتبعة في التحديث.
