تتفاعل مسالة إعادة تنظيم الاقتصاد الدولي منذ عشر سنين ومع هذا فإن المؤلفات العربية في هذا الموضوع لا تزال محدودة جداً رغم أن للعرب دوراً كبيراً في الدعوة إلى نظام اقتصادي جديد كما وأنهم شاركوا في الاقتصاد الدولي مؤخراً أكثر من أي فترة في تاريخهم الحديث.
يشكل هذا الكتاب مجموعة دراسات لمؤلفين عرب وأجانب متخصصين بالموضوع والقصد منه زيادة المعرفة في ناحية هامة من أحوال هذه المنطقة. وقد حرصنا على أن نثبت نص الوثيقتين الرئيستين المنبثقين عن الأمم المتحدة واللتين تعلن بهما المؤسسة مبادئ النظام الاقتصادي الدولي الجديد وتفاصيله. وقد نقلناها باللغة العربية الرسمية كما وردت في الأمم المتحدة، خصصنا قسماً لموضوع المديونية لدول العالم الثالث التي بلغت أوجها هذه السنة حتى أن عدداً كبيراً من الدول النامية أوشكت على الإفلاس تتصدرها المكسيك، مع العلم أنها دولة منتجة للنفط، كما وأننا أثبتنا دراسات في اقتصاد الدول المنتجة للنفط الأوبك لما كان لها من دور كبير في الاقتصاد العالمي في العقد الأخير.
من هذه الدراسات ما هو مترجم عن اللغة الأصل الإنكليزية ومنها ما كتب أصلاً بالعربية، ثم أن منها ما قد كتب أو نشر لأول مرة في هذا الكتاب وقسم آخر كان قد نشر أصلاً في أماكن أخرى.
