إن التطرق لموضوع التكامل فى المغرب العربى, من حيث المقاربات النظرية وتقييم السلوك الفعلى للوحدات هو من قبيل البحث عن بدائل الوضع القائم, بما يسمح بتطوير مقاربات تساعد على انطلاق التكامل.
تكمن أهمية هذا الموضوع فى أن النسق العام للعلاقات الدولية منذ منتصف القرن العشرين إلى أيامنا هذه قائم على التكتلات الجهوية والعالمية وليس على الإمبراطوريات الاستعمارية كما كان من قبل. وبالتالى فإن أحد السبل لتطوير المنطقة وتمكينها من محاكاة تجارب التكامل فى العلاقات الدولية, هو البحث عن المقاربات الممكنة والقابلة للتطبيق من أجل دفع قاطرة تكامل منطقة المغرب العربى نحو الانطلاق.
