وهذه الظاهرة برزت منذ نهاية التسعينيات واصبحت تشكل خطراً على كل الدول، نتيجة لعدم الاستقرار، ووجود توتر في العلاقات السياسية بين دول العبور ودول المصدر ودول الاستقبال، والكل يتحمل التكاليف الأمنية الباهظة، وما يلفت انتباهنا إلى ارتفاع عدد المهاجرين غير الشرعيين، وهذا لتطور نمط الهجرة غير الشرعية المعاصرة. ومن عوامل دفع المهاجرين للهجرة بشقيها المشروعة وغير المشروعة يعود إلى عوامل اقتصادية واجتماعية تتمثل في تردي الأوضاع الاقتصادية والاجتماعية والتطلع إلى زيادة دخل الفرد وتحسين مستوى المعيشة.
