سيف الدين عبد الفتاح من مواليد القاهرة نوفمبر 1954، التحق بكلية الاقتصاد والعلوم السياسية وتخرج منها في عام 1978 بتقدير امتياز، يعتبر من أحد انبغ تلامذة الدكتور حامد ربيع، حصل على الماجستير والدكتوراه في النظرية السياسية " فكر سياسي إسلامي" له فضل كبير في بناء المفاهيم في الفكر السياسي الإسلامي.
ويعمل الدكتور سيف الدين عبد الفتاح أستاذاً بقسم العلوم السياسية – بكلية الاقتصاد والعلوم السياسية - جامعة القاهرة من عام 1998م، ومستشارا أكاديميا للمعهد العالمي للفكر الإسلامي، القاهرة. وعضو هيئة تدريس بجامعة العلوم الإسلامية والاجتماعية – بفرجينيا.

يبحث هذا الكتاب في مستقبل المواطنة في علاقتها بالدِّين والسلطة، بإعتبار الدولة المتغيّر الأساس، والدِّين متغيّر العلاقة، والمواطنة متغيّر وسط لبحث العلاقة.
يبدأ البحث بــ "مقدّمات في المنهج"، حيث عرض د. عبد الفتّاح الإشكالات التي واجهته في موضوع المواطنة، من حيث عدم إستجابة موضوع البحث لأدوات المنهج التقليدي، فاستبدل بذلك قراءة المجتمع كنص، بإعتبار أن المواطنة تشير إلى نماذج تكرارية داخل نصّ المجتمع.
وتحت عنوان: "مفهوم الدّين قبل الزحف: رؤية في مفهوم الدِّين الشامل" يحاول المؤلف فهم طريقة زحف الدولة على الدِّين، زحفاً غير مقدّس، محاولة إحتكار مساحته أو تلوينها أو تهميش فعالياته، فيرى أن الدِّين يشمل جميع فاعليات الحياة، وهو شبكة من المقاصد الكليّة تبدأ بحفظ الدين وتنتهي بحفظ الإنسان.
ثم يتناول "مفهوم الدولة والبحث عن المواطنة المصريّة"، موضّحاً الفرق بين نشأة الدول القوميّة في الغرب وفي بلادنا حيث تحوّلت الدول في بلادنا إلى سلطة ثم إلى فرد حاكم مستبد.
وفي الفصل الأخير، "مفهوم الزحف على الدِّين وتأميمه" يطرح المؤلف التساؤلات التالية: ماذا يعني الزحف على الدِّين والظواهر التي تتعلّق به؟ وإلى ماذا يمكن أن تشير صفة الزحف، غير المقدّس، للدولة على الدِّين، والذي كان ضمن جملة "تأميم الدولة للدِّين"؟.
