إن نشر الوعي بأهمية موضوعة دراسات الجدوى للمشروعات الاقتصادية المختلفة والتأكيد على ضرورة إنجاز هذه الدراسات وبشكلها التفصيلي المطلوب شرط لا بد منه لكل مشروع جديد، أو مشروع قائم يراد توسيعه. وهو هدف يأمل هذا الكتاب من الاقتراب لتحقيقه ونيل شرف المساهمة في تحقيق هذا الغرض النبيل.
وعليه، فإن من البداهة التأكيد على أن إنجاز دراسة الجدوى ليست هدفاًَ قائماً بذاته، بل وسيلة لترشيد القرار الاستثماري، وأداة لمساعدة صاحب القرار (سواء كان مستثمراً خاصاً أو جهة حكومية أو استشارية.. الخ) في اتخاذ القرار الاستثماري الأمثل، وترشيد الإنفاق والمحافظة على الموارد الاقتصادية المختلفة وتعظيم منافعها وبخاصة فيما يتعلق بالموارد المالية لمحدوديتها الشديدة بالنسبة للعديد من الأقطار العربية التي تعتمد على القروض الأجنبية في تمويل خططها التنموية وبناء المشاريع الاقتصادية المختلفة في أقطارها.
من ناحية أخرى، فإن من المهم التأكيد هنا على أن دراسة الجدوى ليست مهمة فقط من أجل ترشيد الإنفاق وتعظيم الموارد فحسبن بل من أجل المخاطر المتوقعة في حياة المشروع الذي يعمل بظروف عدم التأكد من مستقبله.
فالمستثمر مهما كان نوعه حريص ليس فقط في معرفة حجم المنافع التي من الممكن أن يحققها المشروع، بل وأيضاً في ضرورة معرفته بمقدار الخسائر المتوقعة من تنفيذ مشروع ما، وما هي الفترة الزمنية التي يتوقع أن يعمل بها المشروع بخسائر، وهل بالإمكان تحملها لحين تجاوز المشروع لهذه الفترة والانتقال منها إلى فترة تحقيق الأرباح أم لا؟
إذا إن ما يسعى إليه هذا الكتاب بجزئية هو تقديم دراسة موسعة تمثل مادتها مدخلاً نظرياً وتطبيقياً في أسس إعداد دراسات الجدوى وتقييم المشروعات. والجزء الذي بين يدينا هو الأول من هذه الدراسة وهو يتعلق بالجوانب التسويقية والفنية والهندسية، حيث يضم أربعة أقسام رئيسية: خصص الأول إلى الإطار العام لمراحل دراسة وتقييم وتنفيذ المشروع وحسب مراحله المتعاقبة ابتداء من فكرته الأولية وانتهاء بمرحلته الأخيرة المتمثلة بالتنفيذ والتشغيل التجريبي والتجاري للمشروع والتي تسمى (دورة حياة المشروع).
في حين خصص القسم الثاني للجوانب التسويقية والفنية للمشروع، وكانت دراسة السوق من نصيب الفصل الثالث، ودراسة الجدوى الفنية والهندسية من نصيب الفصل الرابع، أما القسم الثالث فقد خصص للجوانب التنظيمية والخدمات الاستشارية.
