يأتي هذا الكتاب محاولة لوضع نظرية عامة للسياسة التشريعية الجنائية فى الدول حيال الجرائم الإرهابية، وذلك من خلال التعرض لمفهوم الإرهاب لغة واصطلاحًا وموقف التشريعات الجنائية العربية والأجنبية والشريعة الإسلامية من هذا المفهوم، وتفرقة الجريمة الإرهابية عن غيرها من الجرائم مثل الجريمة السياسية والمنظمة والدولية، وجرائم البلطجة.
ثم يعرض الكتاب للأحكام المشتركة للجرائم الإرهابية وتشمل هذه الأحكام المصالح الجنائية المحمية بتجريم الإرهاب، والمساهمة الجنائية في الجرائم الإرهابية، وهذه الأحكام تكاد تتفق عليها معظم التشريعات الجنائية المجرمة للإرهاب سواء العربية أو الأجنبية أو الشريعة الإسلامية.
ويتناول الكتاب بعد ذلك الجرائم الإرهابية في التشريعات الجنائية العربية والأجنبية والشريعة الإسلامية، في محاولة لاستخلاص نظرية عامة تجمع هذه الجرائم بهدف توحيد السياسة الجنائية في الدول المختلفة حيالها، وذلك من خلال عرض الجرائم الإرهابية المتعلقة بالركن المادي أو أحد عناصره (جرائم السلوك الإرهابي)، وتلك المتعلقة بالركن المعنوي (جرائم الغرض الإرهابي)، ومن ثم فقد تم تقسيم هذا الكتاب إلى ثلاثة فصول على النحو التالي: الفصل الأول: الإرهاب وصور الإجرام الأخرى، الفصل الثاني: الأحكام المشتركة للجرائم الإرهابية، الفصل الثالث: المعالجة التشريعية للجرائم الإرهابية.
