في ضوء ما تقدم، تطرح أسئلة كثيرة نفسها لتكون برسم الإجابة، ولعل أولها وأكثرها بداهةً وإلحاحاً في ذات الوقت هو: ما هو مفهوم الإرهاب على الصعيدين الوطني والعالمي على حدٍّ سواء؟ هل هو جريمة دولية أم لا؟ ما هي الآليات القضائية المُتاحة على المستويين الوطني والدولي لملاحقة مرتكبيه؟ وهل من مجال في هذا الصدد لإعمال قواعد الحصانة من الملاحقة الجزائية التي يستفيد منها بعض الأشخاص؟ ما هي الأسباب الحقيقية التي أثارت كل هذا اللغط حول تمييز الإرهاب عن حق المقاومة لتقرير المصير والإستقلال؟ ماذا عن الأشكال الحديثة للإرهاب في زمن التشابك الكوني الذي أتاح تفاعلاً حضارياً غير مسبوق؟.
من هنا، عالج المؤلف لموضوع المتمحور حول الإرهاب في وجه المساءلة الجزائية على الصعيدين المحلي والدولي، إتّباع التقسيم التالي: القسم الأول: أساس ترتيب المُساءلة الجزائية عن الإرهاب محلياً ودولياً، القسم الثاني: آليات ترتيب المُساءلة الجزائية عن الإرهاب محلياً ودولياً.
